Paul Vedam
President and Chief Executive Officer (Founder)

Since founding TierOne OSS Technologies in 1999, Mr. Vedam has led the company as its Chief Executive Officer and is responsible for the overall strategic direction of the company.

Prior to starting TierOne, he was one of the co-founders of Objectel Software, which resulted in two industry leading products: Objectel (Inventory Management) and OMS (Order Management). Both products were eventually sold as part of the Architel sale to Nortel and then to MetaSolv.

Mr. Vedam has a long history in OSS development in the telecommunications industry with extensive hands-on technical experience.

Chris Barbeau
Vice President, Business Development

Chris Barbeau is the Vice President, Business Development, overseeing the building and management of TierOne’s sales, strategic partnerships, and marketing activities. In this role, Mr. Barbeau is responsible for all global activities in these areas.

Mr. Barbeau has been working in the IT industry for more than 15 years. He has experience in both individual contributor and leadership roles with companies such as SPSS Inc., the Thomson Corporation and SAS Inc.

He is a graduate of McMaster University in Hamilton, ON.

Wilburn Der
Vice President,  Professional Services

As Vice President of Professional Services Mr. Der is responsible for offering and delivering innovative telecommunications solutions to carriers and cable companies across Canada.  In this role, he develops and manages key customer business relationships. 

Prior to joining TierOne, Mr. Der held various management positions at HP, Sprint Canada and AT&T Canada. Mr. Der is a seasoned executive with twenty years of IT management experience. He spent the last fifteen years in the telecommunication industry specializing in IT strategy, OSS/BSS system design and architecture, data resource management, application development, packaged software deployment, project management, and operation support.

Mr. Der holds a Bachelor of Arts degree from University of Wisconsin-Madison.  He also completed Executive Development Programs from the Richard Ivey School of Business, University of Western Ontario, Marshall School of Business, University of Southern California and the Leadership Development Program for Asian Pacifics (LEAP). 

Bill Otto
Chief Technology Officer

As CTO, Mr. Otto leads a group of experts that provides technical expertise and direction to customers, other groups within TierOne and the organization as a whole.  He brings over 30 years of systems and telecom experience to TierOne.  At TierOne, Mr. Otto has led and participated in numerous projects, including development of OSS roadmaps and architectures for various clients, and is instrumental in guiding TierOne though this growth period.

 
Prior to joining TierOne, Mr. Otto worked for MetaSolv, Nortel, Architel and Accugraph in OSS product management, definition and application roles.  He also has extensive experience in real-time software systems used in telecommunication fault management systems, as well as monitoring and control systems in the electrical power and oil and gas industries.

Neil Hansen
Vice President, Product Development (Founder)

As Vice President, Product Management, Mr. Hansen is responsible for TierOne’s product lifecycle.

Mr. Hansen brings over 25 years of telecommunications and IT experience to TierOne. This experience spans OSS, BSS, CRM, order management, provisioning, vendor selection/negotiation and, design and implementation of custom solutions.

Prior to joining TierOne, Mr. Hansen, along with others at Accugraph invented the idea of data-driven workflow, resulting in the creation of the order management product (OMS), which is now a leading provisioning product at MetaSolv. His OSS experience also includes Telus Mobility, Allstream (formerly Unitel), Rogers Wireless and Rogers Cable in project management and various solution design roles.
